A new "master plan" was adopted in Sevastopol
On February 18, at the "plenary meeting of the 2nd session of the legislative assembly of Sevastopol of the 3rd convocation", the "law on the master plan" of the occupied city, which could not be adopted from the very beginning of the Russian occupation of Crimea in 2014 and which was approved for 20 years with the first stage of implementation until 2030, was adopted

"The General Plan" was developed by the specialists of the "Institute of the General Plan of Moscow. During public discussions, residents of occupied Sevastopol put forward more than 3600 proposals to it.
According to Vladimir Nemtsev, the "chairman of the legislative assembly of Sevastopol", the "general plan" envisages a significant increase in the population of the occupied city, which by 2046 should reach 800 thousand people, as well as the creation of more than 100 thousand new jobs
In addition, the "governor of Sevastopol" Mikhail Razvozhayev said that the occupied city will not have the status of a "millionaire" "primarily due to natural constraints, including water supply," the establishment of which is postponed due to the priority allocation of funds for the Russian war against Ukraine. In addition, Razvozhayev noted that during the years of Russian occupation of Sevastopol, its population has doubled, and this trend will allegedly continue in the future, but "within the framework of a controlled situation, including the development of the individual construction sector, so as not to multiply the problems of the Fiolent, where summer cottages have turned into urban villages, but without power substations, roads, water supply and sewage systems."
Among other things, Sevastopol's "master plan" concerns the allocation of land plots to participants in the war against Ukraine and their families: territories near the villages of Polyushko, Orlovka and Verkhnesadove, with a total area of more than 120 hectares, are being formed for them. The work in this direction is carried out, among other things, in cooperation with the Russian Ministry of Defense
Also, according to the "master plan", it is planned to build a tunnel under the Sevastopol Bay, which should connect the northern and southern sides of the occupied city.
According to the former "deputy of the legislative assembly of Sevastopol" Vyacheslav Gorelov, who took an active part in the creation of the "master plan", during the planned period, the occupied city "will not catch up with the main regions of Russia in important indicators", as its economy is "limping" and "will need to be given special attention."
