In occupied Sevastopol, the "contract" for the construction of sewage treatment plants was terminated

In occupied Sevastopol, on March 28, the second "contract" for the design and construction of the Yuzhny sewage treatment plant was terminated by agreement of the parties. "The "agreement on termination of the contract" worth more than RUB 20.3 billion (almost UAH 10 billion) was signed by representatives of the city's "unified directorate of capital construction" and LLC "Regional Construction Company" (the "Regional Construction Company"), which acted as the contractor.

It is reported that the customer accepted and paid for the work performed in the amount of about 6.5 billion rubles (almost 3.2 billion hryvnias), which is only a part of the planned volume.

As noted, this is the second "contract" for the construction of the main sewage treatment plant in occupied Sevastopol, which was not completed. The first one ended in a scandal after an advance payment of 2 billion rubles (almost a billion hryvnias) disappeared and a criminal case was opened. A new "agreement" was signed in  2020 , in the amount of 8.1 billion rubles (almost 4 billion hryvnias) - 2 billion more than the previous one. The work was to be carried out by the Russian company RSK, known for projects on air treatment facilities at the airports of Moscow and Rostov-on-Don; the construction was scheduled to be completed in  2024 

At the end of 2023 , the cost of the facility almost doubled to 20.3 billion rubles, after which a corresponding additional "agreement" was signed, as a result of which the sewage treatment plant became the most expensive infrastructure project in Sevastopol during the years of its occupation. Despite the increased budget, the contractor failed to meet the deadline; workers at the company's construction sites in Russia complained about delays in paying wages. In February 2025 , the former head of the company "RSK" was put on the federal and international wanted list on suspicion of embezzlement. The company's management changed at the end of 2024 ; before that, the Sevastopol Capital Construction Department was convinced that there were no serious risks to the sewage treatment plant project. The construction was scheduled to be completed by the end of 2025 , but in March, RSC was included in the register of dishonest suppliers.

According to the "governor of Sevastopol" Mikhail Razvozhayev, the "contract" with RSC LLC was allegedly terminated due to its bankruptcy, subject to full repayment of the previously paid advance. The new "contract" will be concluded with the direct contractor, the "official" main subcontractor of the object - Transstroyindustriya LLC. 

"Governor" assured that this change would not affect the completion date in any way, and also promised to visit the treatment plant in the near future and show how fast its construction is going on
