The public discussion was held on March 31 within the framework of the Projects "Strengthening judicial and non-judicial remedies for the protection of the rights of persons affected by the war in Ukraine" and "Promoting the development of housing solutions for persons affected by the war in Ukraine", which are being implemented within the framework of the Council of Europe Action Plan for Ukraine "Resilience, Recovery and Rehabilitation" 2023-2026. The open discussion was attended by the leadership of the Ministry of Justice and the Ministry of Development, MPs of Ukraine, representatives of local governments, professional and public organizations, specialized experts and journalists. During the discussion, in particular, such topical issues as online registration of property rights and adaptation of the state registration sphere to military challenges were considered.
"We will continue to talk about the damage we have suffered in connection with the full-scale invasion of Russia and the war, which has been going on for four years. Some of the BTI archives were lost, and as a result, the title documents on citizens' ownership of housing were simply lost and cannot be restored. That is why we emphasize the importance of citizens entering information into the State Register of Real Property Rights. In Ukraine, 13% of the housing stock has been destroyed or damaged," Natalia Kozlovska said.
According to Kozlovska, as of today, there are about 9.6 million unverified homeowners in Ukraine. These are people who have not registered their ownership of real estate in the Unified State Register of Property Rights (USRP), which makes it difficult to receive compensation, in particular through the state program "eVodnovlennya."
"Currently, we have more than 815 thousand information messages in the Register of Damaged and Destroyed Property (RDP). Only about 420 of them have a registration number from the RDRP. That is, 48.5% of the reports submitted by citizens do not contain such a number," Kozlovska noted.
The representative of the Ministry called on citizens to register their real estate in the SRRP.
"This can be done at a notary or through the ASC. In order to receive compensation, the damaged or destroyed property must be registered with the SRRP - the presence of a confirmed ownership of housing is a prerequisite for participation in the compensation program," Kozlovska said.
The speaker emphasized that in times of war, we cannot rely only on physical media.
"Digitalization of property rights documents helps us not only to keep up-to-date records of the housing stock, but also to ensure transparency in the payment of compensation and in all other reconstruction processes," Natalia Kozlovska emphasized.
