Putin gave a number of instructions on the "development" of the TOT of the Autonomous Republic of Crimea and Sevastopol

On February 20, Russian dictator Vladimir Putin approved a list of instructions to the Russian government following a meeting on the "socio-economic development" of the TOT of Crimea and Sevastopol, held on January 14.

So, the government of the occupying power was assigned:

- submit proposals for identifying sources of additional funding for measures aimed at implementing the mechanism of preferential lending to participants of the "free economic zone" in the TOT of the AR of Crimea and Sevastopol, by July 1;

- to ensure the extension of the implementation of the state program of the Russian Federation "Social and Economic Development of the Republic of Crimea and the city of Sevastopol" until 2030 by providing for the allocation of budgetary allocations from the federal budget in the amount of at least 110 billion rubles (almost 52 billion hryvnias) annually and considering the issue of increasing the amount of its funding in the course of implementing this program; to report on the results by December 25, then annually (responsible - Prime Minister of the Government of the Russian Federation Mikhail Mishustin);

- jointly with Russian Railways (RZD), taking into account the previously given instructions, to consider the development of freight and passenger rail links between the Crimean peninsula and the central part of the Russian Federation through the occupied regions of southern Ukraine, taking into account the planned development of the port infrastructure of the TOT of Crimea (report by March 31, responsible - Mikhail Mishustin and Oleg Belozorov, Head of RZD);

- jointly with the "executive bodies of the Republic of Crimea and the city of Sevastopol" to ensure the participation of TOT of the AR of Crimea and Sevastopol in national projects within the limits of budgetary obligations provided for their implementation, taking into account the need to achieve the average Russian values of indicators of such projects in these territories (report - by December 25);

- to develop a set of measures to support housing construction, including individual construction, in the TOT of the AR of Crimea and Sevastopol, by March 31;

- to ensure the application of such mechanisms for controlling the implementation of the Russian state program "Social and Economic Development of the Republic of Crimea and the City of Sevastopol" as extended treasury support of funds received on the basis of state contracts worth more than RUB 3 billion, subject to strict compliance with the terms of authorization of expenditure transactions, and basic treasury support of funds received on the basis of state contracts concluded before 2020 year;

- to submit proposals for the formation of a program for the restoration of coastal protection structures in the TOT of the Autonomous Republic of Crimea and the city of Sevastopol, identifying sources of its financing, by July 1;

- taking into account the previously given instructions on the development of access roads to the Black and Azov Seas coasts and the ring road around the Azov Sea, consider the possibility of bringing the roads around the Azov Sea to a standard state by 2030 of the roads around the Azov Sea and their expansion to organize four-lane traffic (report - by February 1, 2026, responsible - Mikhail Mishustin, "Head of the Republic of Crimea" Sergey Aksyonov and "Governor of Sevastopol" Mikhail Razvozhayev).
