Kyiv will not participate in the talks in Saudi Arabia with the United States and Russia, and therefore will not recognize any agreements concerning Ukraine. This was stated by President Volodymyr Zelenskyy, who acknowledged that there is a bilateral track in these talks, "and they have the right to do so if they have bilateral issues." Back during the Munich Security Conference, Volodymyr Zelenskyy reminded that Kyiv adheres to the principle of "nothing about Ukraine without Ukraine," and therefore will never agree to agreements made behind its back. The European Union, in turn, considers it dangerous to conclude a ceasefire agreement in Ukraine without a peace agreement and is ready to provide security guarantees to Ukrainians. These are the key conclusions of the meeting on Ukraine and security in Europe held in Paris, which was convened by French President E. Macron. There is a common vision that there must be reliable and strong security guarantees. Any other solution, such as a fragile ceasefire, will be just another deception by Russia and a precondition for a new Russian war against Ukraine or other European countries. The European Union agrees in principle with US President D. Trump on the "peace through strength" approach. At the same time, the EU believes that it is dangerous to conclude a ceasefire agreement without a peace agreement, and this is a lesson from the Minsk agreements. The EU is ready to provide security guarantees, but depending on the level of American support.

All EU countries have found themselves at the "children's table" in negotiations on Ukraine's future because of their inability to invest much in defense. Meanwhile, the EU is preparing a multi-billion dollar aid package for the purchase of military equipment for Ukraine. German Foreign Minister Annalena Burbock gave an idea of its scale, saying that this amount could be around 700 billion euros. And British Prime Minister Keir Starmer said in Paris that the future of Ukraine is important not only for the UK, but for the whole of Europe. And the UK is ready to take a leading role in this matter. At the same time, the U.S. support is necessary to effectively deter Russia. "It is not only the future of Ukraine that is at stake, it is an existential issue for Europe as a whole. This is a once-in-a-generation moment for the collective security of our continent. Only a lasting peace in Ukraine that guarantees its sovereignty will deter Putin from further aggression in the future," he said. Starmer emphasized that he is ready to consider the possibility of deploying British troops to Ukraine together with other partners if a lasting peace agreement is reached.
President Zelenskyy believes that Europe must be at the table to end the war in Ukraine. There should be those countries that are ready to take responsibility for security guarantees, assistance, investments in the restoration of Ukraine, as well as for preventing further aggression by Russia. Security guarantees for Ukraine should be comprehensive and include weapons, as well as economic and political support. The Head of State said that Kyiv should have clearly defined security guarantees: either NATO membership or a reliable alternative. "If we do not have membership in the Alliance, then NATO should be built in Ukraine. That is, a million-strong army, and it requires money, and who gives money for it. In addition to money, we need weapons. If there is a foreign contingent, the size of this contingent, from which countries, what and how it is armed. At the same time, it is very important not to lose the United States in one form or another," V. Zelensky said.
